Is there a good way to generate a pdf/html page with highlighted changes between two document versions?

You can compare two versions of a PDF file using Adobe Acrobat. After comparing the two files, Acrobat will produce a 3rd pdf report of every change, including text, fonts, images, etc. For html files MS Word can produce comparisons of document versions. The only issue is the cost associated with Acrobat and/or Word. I'm not aware of any free, open source tools that can do an effective job. If anyone knows of one I'd love to know about it.
