Dear colleagues,

Following the last OGC/WMO Hydro Domain Working Group Meeting during latest MemberMeeting (#129) in June 2024, we’d like to pick up the discussion on how to move forward with the standardization of water data exchange formats and related APIs in OGC and WMO.

WaterML 2 Part 1 and TimeSeriesML 1 have been developed about 10 years ago based on Observations and Measurements (O&M, ISO 19156:2011) with XML encodings and targeting the SOAP-style web services (SOS). Both standards have been endorsed as official WMO standards (WMO-No. 306, Manual on Codes, Volume I.3 – International Codes, Annex II to the WMO Technical Regulations, Part D – Representations derived from data models, FM231 and FM221).

There was only a partial uptake of these standards by the hydrological community and beyond. In the meantime, the world and OGC have moved towards REST-like web services with JSON encodings including the OGC API services using GeoJSON, CoverageJSON (EDR) and Sensorthings API reflecting O&M with some custom JSON encoding, the latter one seeing wider adoption in the hydro community lately.

Last year, ISO 19156 was updated and we think it is time to discuss and decide which dependent standards to update and how ? Also in coordination with the WaterQuality IE findings (also demoed this June).

During the last HDWG call there was a discussion to update TSML to reflect the changes made in OMS and then to develop (if needed) domain specific profiles (here for hydrology) instead of proceeding with a dedicated standard for hydrology (i.e. update of WaterML 2 Part 1). This would then be followed by an update of the existing encodings, the development of JSON-encodings and the identification of the corresponding recommended APIs.

WMO through its work groups (ex : TT-WIS2 for Hydrology) and the EU project Water4All are proposing to coordinate and launch this activity.

In order to discuss AND trigger the above we suggest to organize a call with interested members of the HDWG and TSML SWG in September.
