Update packaging #11

This updates the packaing for the package and

  1. Moves the data folder inside the package directory
  2. Adds some tests to make sure the new load_json function works
  3. Updates pyproject.toml with a new version and some added package detail
  4. Updates the README to add venv instructions and cloning the repo.
