UKMO land/sea file for bucket basis function not publicly available #56

The file "../countries/country-EUROPE-UKMO-landsea-2023.nc" used in the "bucket basis function" isn't distributed with inversions, and I couldn't find it on Blue Pebble.

We should either include this file with inversions, or modify the code so that the land/sea map can be provided as an argument.
