Add BC boundary conditions code from ACRG #83

There is code in the ACRG repo to make BC boundary conditions on the fly for NESW curtains, as well as an option to have multiple regions for different heights. It would be nice to have this built-in to inversions, since the bc boundary conditions are read in from a file now(?)
