Update PROJ to 8.0.1 #103

It's been out there for a while now (7.1 in ubuntu since 20.10, 7.2 in osgeo4win, etc.). Beyond catching the series of projection updates and bug fixes, it unlocks some epoch functionality that will make QField even more accurate.

I'd suggest skipping 7.2 and going straight for 8.0 -- proj doesn't backport database updates, so you'll be missing out on newer crs definitions if you opt for the older release

@nyalldawson , are datum ensembles on 7.2.1?

@nirvn the api is, but the database wasn't updated to use them till 8.0. You won't see any change without the db update.
