Just to mention the error is still there in version 3.8.1 However, when starting up the conda-buildt version of 3.8.1, QGIS starts fine. There might be several diferences between the macos installer, the one that gives the python error, and the conda way of installing. I could see one. Its python 3.11 on the readymade installer and 3.12 in the conda buildt version. Hope this helps :)
Under is the python error from the macos installer. An error occurred during execution of following code: is_startup_script_executed = run_startup_script(pyqgstart)
Traceback (most recent call last): File "", line 1, in File "QgsPythonUtilsImpl::checkSystemImports [run_startup_script]", line 7, in run_startup_script ModuleNotFoundError: No module named 'qgis'

I get the same error. QGIS does start up fine. But, I am running a script in the Python console and it is throwing a new error I didn't see in 3.36. See #22.
@tsmcgrath Same Error message in 3.38.3 on Macos 15.0 during startup.
