Annotation improvements #55

Annotations currently are lost between versions, and there's no way to see annotations on the backend. To solve this we need:

[ ] Better anchoring of annotations on paragraphs, possibly by adding ids to paragraphs in the editor
[ ] A way to see annotations in the editor, and accept revisions proposed by the public
[ ] A way of seeing public-submitted revisions accepted and credited properly on the frontend.

@cmbirk @JohnMcLear let's talk through this whenever we get some free time. No rush.
