Rename context + use Jotai

Currently, we are using frontend-govt/src/contexts/notification/NotificationDataContext.tsx and frontend-govt/src/contexts/notification/NotificationDataProvider.tsx to store states that will then be used in pre-filling the feedback form.

In my opinion:

• I think the Context and Provider should be one file, instead of two (would need to refactor the AuthProvider and AuthContext too)
• This should be renamed to sth like FeedbackFormDataContext, to make clear that this is why we're storing these states → in the ideal
• We could consider using Jotai instead of context for these states
