Putting all these changes in a single PR since they're all related. Massive spring cleaning.

What this massive PR does:

Upgrade runtime to Node 18 (and associated dependencies).

Change db migration to work on clean setup
Change GitHub Actions to work in conjunction with IAC in infra repo

Remove Sentry (somehow it wasn't in use) → use DataDog in the future
Use Postgres14 in local dev, for consistency
Fix end-to-end tests to run on new staging
Upgrade dependencies flagged by Dependabot
