Search and pagination for template selection modal #327

Is your feature request related to a problem? Please describe. As we have more templates, we would need an easier way for users to paginate and search for templates.

Describe the solution you'd like Add search and pagination.

Not sure if we really want to allow for more/unlimited templates. Should consider if we want to do:

  1. 1 template based on each new feature/calculation type or

  2. based on type of template (Also relates directly to naming of templates. RN we use their real life counterpart name, but that means users have to read through each paragraph to find out what kind of template it is, to consider naming each template based on what they are – yes/no only, Quiz, etc. I think the theme of each template is secondary to what types of qns I want to have as a starting point!)

  3. Like formsg, have user generated templates that anyone can use
