Postgres DB in simple-elastic-beanstalk not publicly accessible #2

Describe the bug Postgres DB is not accessible; it appears to be sharing the same security group as the EB EC2 instances.

Expected behavior Database should have been assigned a separate security group with a specified IP available on port 5432.
