Add metadata.py #167

This replaces #88

Major changes happened to the old version and the master branch, so I made a new branch based off a more recent master to ease merging.

This is ready to go except for examples and explanations of the use of the module as a whole.

Here is an updated test script, which will help with documentation... metadata_test.py.txt. We should come up with a testing strategy.
