[date] Import error occurs if compat1x is not installed #190

Describe the bug The package org.openhab.core.library is no longer available when using S1645. This causes errors in at least core.date where that package is used.

Environment (please complete the following information):

Jython version: 2.7.0 standalone
openHAB version: 2.5.0, S1645
