Yes, I agree, the would be really nice. I have tested it today and i'm also not get it working. The discovery part can be ommitted by me when I click on the "I need help" butten, because than I can specify an IP address manually. But after that the Philips App needs me to "push the button on the bridge". I'm not able to do that. At least I don't know how to do that in the emulation.
Having the Philips Hue app recognize the emulation as a Hue bridge would be really cool. It also has useful use cases like being able to control lights connected to ConBee/deCONZ through the Hue app. This can be handy either during a transition from Hue to deCONZ or even permanently for interoperability.
I don't know if this ever worked, but trying it now (July 2022) it doesn't seem to work.
As a first step, the emulation would need to implement mDNS for discovery as UPnP support has been dropped as of Q2/2022: https://developers.meethue.com/develop/application-design-guidance/hue-bridge-discovery/
