[bluetooth] Provide serviceData as part of Bluetooth discovery data #16910

In BluetoothDiscoveryDevice there is no field to provide serviceData from an advertising beacon.

This makes it impossible to do autodiscovery of ie BTHome devices as they provide serviceData with a set UUID as part of the advertisement packet (and no manufacturerId)
