Can we use it to report breaking changes before the upgrade takes place?

Not sure about "Can". I think we should... the easiest solution might be to give the release notes link as changelog...

Breaking changes between old and new version are now reported on install or update, but does not give an option to cancel.

Closing this issue whilst keeping #211 open as I think supporting apt-listchanges or similar might be a suitable option here.
