Move nightly builds to Artifactory #33

Artifactory needs to be the container for nightly builds of openHAB. I have started a branch here:

List of things to do (or have been done):

[x] Change references of bintray to artifactory.
[x] Make sure upload syntax matches new spec.
[x] Make sure metadata is calculated on each upload.
[x] Test the downloads of these packages using apt-get for deb https://openhab.jfrog.io/openhab/debian-local unstable main
[x] Add a GPG key to Artifactory, and use this to sign packages. Could you help with this @theoweiss?
[x] Restart the CI build.
