[velux] Fixed race condition during startup and smooth change of actuator positions #5843

Jens recognized a non-smooth change of actuator positions. This occurs due to interference of target positions with current positions.

Hhhm,

a problem with this run of jenkins:

java.io.IOException: Could not create temp dir /tmp/tycho4836706526141359859equinox
