[Fatek] Add serial port to Fatek binding #5871

Expected Behavior

Fatek binding could use serial port to comunicate with Fatek PLC

Current Behavior

Now it is only possible to comunicate via ehternet

Possible Solution

Add seperate communication chanel

Steps to Reproduce (for bugs)
