bookworm WiFi #1823

Raspi OS image based on bookworm now is using Network Manager/nmcli instead of WiFi configuration via file wpa_supplicant

TBD if comitup hotspot still works

comitup hotspot doesnt work, tried several times on rpi5. According rpi guys they plan to use cloud init in near future https://github.com/raspberrypi/bookworm-feedback/issues/72
