GDPR-compliant Consent Banner Refactoring #423

This PR refactors the existing consent banner into one that complies with the current version of the General Data Protection Regulation (GDPR).

In addition, the consent banner has been re-implemented into its own component instead of relying on the unmaintained cookieinfoscript basis.

This PR is based on discussion in https://github.com/openhab/website/issues/406.
