This lets the Github bug importer get old bug data smoothly and cleanly.

My feeling w/r/t the asserts is that it's not that important, since I'm primarily interested in testing the filtering and it keeps the test short.

Admittedly if the API queries suddenly end up giving us not all the data for a bug, then we'd want an assert on the bugs' data.

So I'm -0 on adding it, but I can be convinced.
