GitHub is ratcheting down their unauth'd API rate limits #86

GitHub is reducing the rate limits on unauthenticated API calls.

The GitHub importer should support authenticated operation. We should probably refactor run_importer.sh as a Django admin command, so it can have easy access to credentials stored in Django settings.
