Do static site hosting without nearlyfreespeech #41

Right now, linode.openhatch.org could happily serve the static websites for events.

We don't do that in part because we don't have great automation for setting that system up.

We could have that if we wanted, and we could use github's email service hook to notify the "staticsites" user to update its copy of the site.
