make an about ossctc landing page for people to request events #53

This is a suggestion someone made in the openhatch channel on freenode. Someone asked for the canonical link for asking y'all to do an osscc day. Right now the answer is to send email to the events mailing list. Maybe a page about osscc that is as spiffy as the summary on the customized events mailman page but is about osscc and then shows the mailto or something like that.

I think this should be taken care of by the new campus.openhatch.org page.
