The detail view of Consultant at discharge errors in the admin #1552

does not happen locally

Go to elcidl/admin go to consultant at discharge, click on consultant at discharge 20431 (although at the time of writing they all fail).

Also fails when getting the consultant at discharge add patient form.

The error is in force_text.
