Introductory text & template #16

Need to get introductory text from the OpenHIE Taskforce/WHO. This should probably model what's under http://build.fhir.org/ig/who-int/

There was a reference to a template there but I got a 404 when I tried to retrieve it. It may be related to this: https://github.com/who-int/ig-template-who/issues/2#issue-comment-box which is probably the right repo for the template

In introductory text, provide links to general OpenHIE case reporting.

Switch from using custom WHO-like template, to OpenHIE template (with a COVID-19 specialized logo or similar).

Intro text or background/download pages should link to WHO COVID-19 CR surveillance content.
