Review IG content and determine what should be moved into generic CR IG #93

Also, if some of the resources profiled in the COVID IG should have a less specific profile in the generic CR IG; for example, do we need a generic OpenHieCrQuestionnaire that is specialized into the OpenHieCrCovidQuestionnaire? Some of the value sets, and code systems could likely be reusable and should be moved in.

If needed, add dependency on generic CR IG to sushi-config.yaml
