When a contact is updated, any existing contact groups for that contact are cleared out if they are not also listed in the update. This seems to be a change of behavior from August when this was setup.
There is a potential workaround --- first query RapidPro to find the contact's details (including their group) and then merge the contact's details together from what is coming from the Health Worker Registry. This could be a bit tedious.
Note: this is a major issue that needs to be dealt with in order to have true synchronization.
