There is still no official CentOS 8 AMIs. We need to build AMIs from scratch.

https://github.com/Trozz/packer-aws-centos-8 has some packer JSONs that uses an "EBS Surrogate" packer builder to generate.

We need to generate AMIs, publish them to a few regions, and document how this was done. Documentation can be initially done on this project wiki.
