librdmacm conflicts with MOFED #1856

The ohpc-base-compute metapackage requires librdmacm. NVidia OFED forces the removal of this RPM, which forces the removal of the ohpc-base-compute package.

This dependency needs to be removed from the metapackage, or it needs to be changed to "recommended".

Similarly, the libpsm packages should follow the same change.
