snmp_bc_control: Invalid parm for oh_get_rdr_data() #1710

snmp_bc_control.c invokes oh_get_rdr_data() with invalid parm, cid (control id) instead of the correct one rid (resource id).

Bug is found by David Hawes of Lockheed Martin.
