Error in 3.2.x\baselibs\csharp\README #2503

The 3.2.x\baselibs\csharp\README file says “Set output assembly name to "openhpi_baselib.dll"” That results in a DLL named openhpi_baselib.dll.dll. Setting the output assembly name to "openhpi_baselib" works OK.
