Add ChangeLog to openhpi #2541

Like other projects openhpi needs to have changelog in the source, so that it is easy to refer to. It could be shipped and installed as part of the product.

Please review the patch attached. It adds the ChangeLog file to the top level openhpi directory and adds it to the source and the installed product.
