Sensor CRIT information could be WARN/INFO or CRIT #2520

The following information is placed in the /var/log/messages for any sensor that is not accessible.

oa_soap: CRIT: oa_soap_sensor.c:203: Sensor CPU 4 - 04-CPU 2 not enabled for resource 4

If the resource is in power off state ( say a blade is off) or when there is no sensor present (say optional CPU 2 is not present in the slot), this is an expected result. Under these circumstances, the err could be just a dbg or warn or info. Needs to handle at a finer level. Also, the resource number could be replaced with resource path/description.
