Support blade booting order as HPI control #1576

Blade booting order can be controlled using SOAP call. This be exposed as one of the HPI controls for blades (per blade basis)

If "Automatically Power On Server" in the power configuration can be controlled, create a new control.

POWERON SERVER { ALL | <bay number> [{ , | - } <bay number>]} [{ NORMAL | PXE | HDD | RBSU }] It is better to change the normal boot order on the hard disk rather than changing it from OpenHPI.
