Wrong Resource severity set during first time discovery in ilo2_ribcl #1884

Resource severity is set to CRITICAL for all discovered resources during First Discovery, Even if the resource is in good condition or not in failed condition.

Its Better to set the Resource Severity to OK for the resources discovered during First discovery.
