requiring compressed_resp.instr to be 0 if rejected
requiring result to be 0 when not providing a result to the CPU

@mpezzin @Silabs-ArjanB Please give this a solid check. Besides the non-normative addition to the appendix, I did make two small changes to the spec itself. I assume change on the compressed interface was an oversight, as this is well in line with issue. But I think the requirement on result is also important, as this helps to prevent big multiplexers.
