[Xcelium flow] xrun testharness rules #2223

This PR aims at updating the rules into cva6/Makefile to support ariane_testharness on Cadence Xcelium. Nevertheless, this PR is not enough to launch make xrun_all. Further PRs will follow.

It contributes to task https://github.com/openhwgroup/cva6/issues/1829

If you rebase, it should pass the Thales CI

Sorry for disturbing @JeanRochCoulon, the checks that did not passed are Environment and Spyglass Lint. No logs are available for them. Can I ask which scripts are launched for those? Or are some log files available somewhere? I've searched for env script in gitlab-ci but didn't find it.

Edited: Did the rebase, I didn't get that I should rebase earlier, sorry for that. My questions may not be valid anymore
