Updating verification environment

Update:

• I have checked-off the Stand-up the "Debug Control" virtual peripheral and Add placeholder module for binding in SystemVerilogAssertions as I believe these sub-tasks to be complete.
• I believe the Review "Board Support Package and Stand-up the "Interrupt Timer Control" virtual peripheral sub-tasks can also be marked as complete (but I have not done so).
