CVA6 2023-2024 workplan (refresh of 2022 PA gate) #598

The PA gate in 2022 focused on the 2022 workplan. This document refreshes the PA gate with the 2023-2024 workplan. It will be presented at 2023-06-26 TWG meeting. Suggestion to wait for the TWG votes to merge into the master branch.
