Create interconnect task group subfolder and upload minutes

Hello @DBees,

This is a first pull request with the subfolder for the interconnect task group files. I also upload:

• the minutes of the meetings we have made up to now in Markdown format (I copied the minutes from the GoogleDoc's document).
• HPDcache progress reports

Could you please merge it ?
