Rename directory RTL_Freeze_v2.0.0 to RTL_v1.8.0 #671

Rename directory and also all references (in README and index.html) from RTL v2.0.0 to RTL v1.8.0.

Hi Mike, this PR corresponds to the discussion to change the Reports' Naming from RTL_Freeze_v2.0.0 to RTL_v1.8.0. CC: @pascalgouedo
