Add the content of Base64ed template text to the example #7

"7.1. Proposal Sample" XML includes base64ed template text. Do you mean we should provide the dedicated example section for a template text ?

Having b64 version only does not help the reader. We need a plain text before b64 so that people can understand how {{variables}} are used, etc.
