consider peripheral mode #10

central - reader is the server and emits beacons peripheral - wallet is the server and emits beacons

in a use-case like airports central is better because you do not want reader/verifier to be confused with beacons from all of the devices, but in general peripheral is more stable because wallet emits only one beacon instead of receiving bunch
