Timezone setting seems incorrect #68

Hello, First off, this project is awesome. Just picked up a wyzecam yesterday and loaded up openipc to get RTSP working.

One thing I noticed though is the timezone settings seem backwards. If I choose UTC, it correctly puts the correct time (currently 1745).

If I type in UTC-0500 (for Central time in the US), the time changes to 2246

So in order to have the correct time, I have to choose UTC+0500

Central time is supposed to be UTC-0600/0500 (DST)

Having this same issue. Hope it is an easy bug to fix.

I think they made an error in + and - of this timezone setting, I live it UTC+1 (CET) and I get UTC-1 when I set this, if I change it to UTC-1 it's the correct time... Even setting it to CET it's still 1hour off...
