unsup/g728-vt: Deleted from repository [#35] #129

Addressing #35. This is an old and incomplete code that was supersede by src/g728.

This is not formally correct - the g728-vt package relates to the comparison of test vectors for G.728 implementations, and the g728 module is a fully running implementation of G.728, however it is not the original implementation and, while it is found to be compliant with G.728, it is not the definitive reference. The definitive reference was a Fortran implementation of G.728 by AT&T, which was never released publicly.
