I disagree with this edit. The need for a learning module is one thing; the learning outcomes quite another. The statement of need is where the authors may justify creating a module on a subject where another already exists. They could say that they approach a subject differently, they update to modern contexts, or whatever. They could say that there is a need because of a new program, or a conference tutorial they gave, or another informal-learning scenario.
On the other hand, I'm wary on the buzzword quality of learning outcomes. It's overused and misused. Nobody can guarantee an outcome—despite what the booming assessment industry wants us to believe—because learners bring their whole history to the learning.

One minor thought : I wonder if guiding the authors toward using learning outcomes to describe the "need" for the learning module would be helpful (to both authors and reviewers). Although we stop short of explicitly requiring learning objectives in the modules, requesting a summary in the form of learning outcomes seems to me like the most straightforward and universal way to describe "need" for a module.
