Hi @geoyee and thanks for your submission! I am pinging the editorial board to check if it is in scope for JOSS. One thing I am concerned about is the lack of packaging, and another is about whether it is research software by our definition. It would help for the latter question if you could explain why you think it is.

Your paper is also missing a section entitled "Statement of need".

• I am sorry that this is my first C++ project. I dont know what packaging should i do, maybe docker or cmake? It is a Qt project, i think it has qmake, and i pushed an installer exe (windows x64).
• I checked "research software" and thought that it conforms "supports the execution of research experiments". In research of deep learning or other methods about remote sensing change detection, capturing and annotating satellite image is the first step in the experiment (unless use public dataset). And like labelimg or labelme, and etc, they can not work (for this step). Usually we use ArcGIS/QGIS/PCL/..., but they are big and complex. It (LabCD) is a efficient and useful annotation tool for this step.
• I will add "Statement of need" as soon as possible.

Hi @geoyee — unfortunately the editorial board has decided that this submission is not in scope. However, I'll provide some feedback and you are welcome to resubmit at a future date, if you change the submission according to the feedback. And note that people do think it is research software and so acceptable by that measure.

Comments from the editorial board:

• C++ doesn’t have pypi or R packaging. But that being said, I would expect to be able to compile the code on my platform with some instructions, and have a CMakeList.txt at least (or other similar).
• Now they have only proprietary project files from Visual Studio Code, and this is Windows-only. A CMake with explanations with which dependencies are necessary (QT seems one) and how to best install them would be sufficient for JOSS.
• The minimum should be to have a platform-independent build system that supports most major targets.
• Not necessary for submission but for your information: for C++, under macOS, Homebrew would probably be a nice place to “package” the code: one can create own taps and it works pretty nicely.
• does it work on other operating systems?
• how to use it? The instruction in the wiki/video seem to be only in Chinese?
• It is not clear to which package of QGIS they refer to in the paper. “Big and complex”? And why does it allow to annotate change detection.
